Justice Tomas Heidar is Judge of International Tribunal of the Law of the Sea (ITLOS) since 2014. He is President of the Chamber for fisheries since 2017 and member of the Special Chamber formed to deal with the Dispute concerning delimitation of the maritime boundary between Mauritius and Maldives in the Indian Ocean (Mauritius/Maldives).

He fulfilled his undergraduate and postgraduate (LL.M) studies in the Faculty of Law of University of Iceland (1982-1988). He is Lecturer in the Faculty of Law of University of Iceland since 1998, Director at the Law of the Sea Institute of Iceland since 2002 and Co-Director and Lecturer at the Rhodes Academy of Oceans Law and Policy since 2003.

Justice Tomas Heidar is member of the National group for the purpose of nominating candidates for election to international courts and tribunals, member of the Editorial Board of the Nordic Journal of International Law and of the Editorial Board of the Aegean Review of the Law of the Sea and Maritime Law. He is also Board member of the Polar Law Institute (University of Akureyri) and Advisory Board member of the Centre for Arctic Policy Studies (Institute of International Affairs, University of Iceland).
